Rest assured, they are not. These tech support ‘scams’ are very popular computer scams used to frightened users into giving access to one’s computer and credit card information.

Microsoft and Apple do not make unsolicited phone calls or send unsolicited email messages. Be aware the scammer might even ‘spoof’ the caller ID of a support number of a legitimate trusted company. Emails may be sent with what appears official company letter head.
If you receive one of these calls, please do not engage the scammer; just hang up the phone. If you are contacted by email; simply ignore.
